different cultures have different perception and reaction to cybersecurity matters because cyberspace is as diverse as real life and it consists of and affected by all cultures involved.

cultures are not significantly different in terms of understanding and identification of behaviors of their members. for example being lazy may have slightly same definition in multiple cultures and at the first glance. however, details, criteria, and reactions to such attribute are different. an state being strongly considered as “lazy” in one culture may not be even close to lazy in another one and vice versa.

the reason I am referring to cultural differences and microscopic view of human attributes in those is because these are affecting cyberspace the consequently its safety and security. studying how the effects can be directed to the outcome which benefit all of cultures involved is out of scope of this article, but first we need to understand that different cultures have different perception of cyberspace and they affect good or bad, positive or negative, the overall safety of cyberspace.
